Ask around any labour camp in Riyadh and you will meet men who went north for NEOM. In 2022 and 2023 the recruitment was real, the buses were full, and Tabuk looked like the safest bet in the Kingdom.
It was not. Work on The Line is halted until after 2030 and the 2030 population target has been cut from 1.5 million to around 100,000. Termination penalties are expected to reach roughly SAR 60 billion between 2026 and 2030. Trojena has slipped past 2030 and lost the 2029 Asian Winter Games with it. Crews have been sent home.
Meanwhile Riyadh has become the busiest construction city in the region. This guide is for the man deciding where to go next — not for a press release from five years ago.

The NEOM Correction, Told Properly
Almost every construction article you read this year still treats NEOM as an endless jobs machine. It stopped being true, and the men worst affected are the ones who moved their whole working life to Tabuk on the strength of it.
What actually happened to The Line
Construction is halted until after 2030. Termination penalties across the wider project are expected to run to about SAR 60 billion — roughly US$16 billion — between 2026 and 2030, more than a third of the 2026 budget deficit.
Contractors of serious size have been hit: Webuild, Eversendai and Hyundai Engineering & Construction among them. When a package is terminated, the labour-supply subcontractors under it demobilise first. That is why the retrenchment reached ordinary tradesmen before it reached the news.
| Giga-project | Real status in 2026 | Hiring outlook |
|---|---|---|
| The Line (NEOM) | Halted until after 2030 | Demobilising, not hiring |
| Trojena (NEOM) | Postponed past 2030; lost the 2029 Asian Winter Games | Very limited |
| New Murabba / Mukaab | Suspended beyond excavation; build-out pushed to 2040 | Thin for now |
| Diriyah | Around US$45.6bn still to award | Strongest in the Kingdom |
| Expo 2030 Riyadh | Earthworks complete, vertical build ramping | Peak 50,000–70,000 projected |
| King Salman Intl Airport | Terminal construction begins 2026; SAR 800m package awarded July 2026 | Building now |
| Qiddiya | Delivering — Six Flags Qiddiya City opened 2 January 2026 | Steady, shifting to fit-out |
| Red Sea Global / Amaala | Moving from construction into operations | Rotating to hospitality and FM |
What is still alive at NEOM
The correction is not a claim that NEOM has stopped. Parts of it are working and paying, but they are industrial and a fraction of what was advertised. A plant reported at 90% complete is releasing labour, not absorbing it.
| Still running | What it is | Who it needs |
|---|---|---|
| Oxagon | Industrial port and manufacturing zone, about US$3bn further committed | Civil, marine, steel, MEP |
| Green hydrogen complex | US$8.4bn plant, reported around 90% complete | Pipefitters, welders, instrument techs — fewer as it finishes |
| Data centres | DataVolt investment of roughly US$5bn | Electrical, HVAC, controls |
Be careful with any 2026 offer that leads with the word NEOM. Ask which package, which main contractor, and how many months of the contract remain. A genuine Oxagon or utilities role answers all three. A recruiter who cannot name the package is selling the brand, not a job.
Where the Hiring Actually Is in 2026
The centre of gravity has moved south, and not only to the headline projects.
The Riyadh pipeline, project by project
| Where | What is being built | Trades in demand |
|---|---|---|
| Diriyah | Heritage district, hotels, residential, cultural assets | Masons, plasterers, formwork carpenters, finishers |
| Expo 2030 site | Pavilions, infrastructure, utilities, access roads | Steel fixers, scaffolders, civil labour, plant operators |
| King Salman Intl Airport | New 40-million-passenger terminal, 2026 to 2029 | Concrete, structural steel, MEP, façade |
| Qiddiya | Attractions, venues, hospitality — increasingly fit-out | Electricians, AC technicians, joiners, painters |
| Ordinary Riyadh | Housing compounds, towers, schools, clinics, roads | Every trade, all year, less glamorous and more stable |
The ordinary work nobody writes about
Giga-projects make the headlines but they are not where most construction workers here are employed. Residential blocks, municipal roads, water and sewage and hospital extensions absorb huge numbers of trades — and that work does not get cancelled because a masterplan was rescoped.
What 2027 to 2031 probably looks like
- World Cup 2034 stadiums: announced is not the same as under construction. Designs have gone back for cost revision, the 15-venue count may be reduced, and only around three venues are reported to have started. Peak stadium labour realistically lands between late 2028 and mid-2031
- Riyadh Metro: fully operational since January 2025, so it is an operations and maintenance employer now. The tunnelling jobs are gone
- Red Sea and Amaala: work is rotating from site trades into hospitality and facilities management
Saudization Status for Construction Trades
Stated plainly, because vague answers cost people jobs: construction trades are open to expatriates in 2026. No mason, carpenter, steel fixer, scaffolder, plumber, electrician, plant operator, chargehand or foreman title appears on any localisation decision in force or announced.
Why the trades were left alone
Localisation has gone after white-collar and customer-facing work — administrative support, sales, marketing, engineering, tourism front-of-house. Manual trades are not the target, and the arithmetic explains why: of roughly 3.4 million construction workers, about 92% are non-Saudi. There is no pool of Saudi steel fixers waiting to replace them.
| Date | Change | Touches a construction worker? |
|---|---|---|
| 5 Apr 2026 | 69 administrative-support professions localised (Decision 132249) | Only the site office — storekeeper, guard, clerks |
| 15–16 Apr 2026 | Nitaqat 2026–2028 cycle begins; Yellow band abolished | Indirectly — check your employer’s band |
| 30 Apr / 30 Jun 2026 | Qiwa documentation thresholds rise to 85%, then 90% | Yes — your contract should be filed |
| 30 Jun 2026 | Engineering 30% Saudization, SAR 8,000 minimum, SCE accreditation | Only “engineer” iqama titles — not technicians or trades |
| 6 Aug 2026 | Indefinite contracts migrate into Qiwa | Yes for long-serving staff |
| 5 Oct 2026 | Second phase of the 69 professions, including camera monitor | Site office and security only |
The risk that reaches you anyway
Your title may be safe while your employer is not. The Nitaqat ladder runs Platinum, High Green, Mid Green, Low Green and Red, on a 26-week weighted average, and Saudi employees count only if their contracts are documented in Qiwa. Red blocks new visas, transfers, profession changes and Etimad tendering — and it blocks iqama renewals for existing expatriate staff.
Two questions worth asking HR this month. “Is my contract documented in Qiwa?” and “What Nitaqat band is the establishment in?” Both are routine. The answers tell you more about your next two years than any conversation about salary.
Main Contractor or Labour Supply Company?
This is the biggest fork in a Saudi construction career, and most workers only understand it after it has cost them something. Two men can stand on the same slab doing the same work on completely different terms.
The two employers on every large site
The main contractor holds the contract with the client, employs its own staff and owns the safety regime — El Seif, Nesma & Partners, Al Bawani, Almabani, Saudi Binladin Group, Al Yamama, Samsung C&T, Hyundai E&C, CCC, Webuild. The labour supply subcontractor sponsors workers and hires them out by the head; your iqama sits with it, and your site is wherever it sends you.
| Main contractor | Labour supply subcontractor | |
|---|---|---|
| Who sponsors you | The contractor named on the hoarding | A supply company you may never visit |
| Pay | Usually higher for the same trade | Lower — a margin is taken between the two companies |
| Wage payment | WPS bank transfer, on time, documented | Varies widely — the weakest link in the industry |
| Camp and food | Company camps, generally better standard | Mixed; sometimes an allowance instead |
| Stability | Tied to a long programme; demobilisation is planned | Moved between sites at short notice |
| Training and cards | Funds safety training, sometimes upskilling | The minimum needed to pass the client’s gate |
| Promotion | Real ladder to chargehand and foreman | Rare — you are headcount on someone else’s programme |
| Best for | Anyone building a career | Getting onto a site and getting experience |
What goes wrong in supply work
When the main contractor pays the supply company late, the supply company pays you late. And when one site releases you before the next starts, some suppliers stop paying for the weeks between. That is not lawful — wages unpaid for three consecutive months is a ground for transferring without your sponsor’s consent.
Making the move
Going from supply to main contractor is the best single move most tradesmen can make, and it happens through the site rather than a job board. Before you resign, check the receiving employer qualifies: Nitaqat Green or above, 80% WPS compliance, all contracts documented in Qiwa. Failed transfers usually fail at that end.
The Trades on a Saudi Construction Site
Construction is not one job. Your trade decides your pay, your season, whether you work in the sun, and how far you can go.
The structural and civil trades
| Trade | What you actually do | Indoor or outdoor |
|---|---|---|
| General labourer / helper | Carry, clear, mix, assist a tradesman | Outdoor — fully inside the midday ban |
| Mason / block layer | Blockwork, brickwork, plastering, screed | Outdoor until the building is closed in |
| Steel fixer | Cut, bend and tie reinforcement before every pour | Outdoor, and the hottest job on the slab |
| Formwork carpenter | Build and strike shutters, decks, columns, beams | Outdoor on structure, indoor on fit-out |
| Scaffolder | Erect, alter and dismantle access scaffold; tag it | Outdoor, at height, card-controlled |
| Concrete gang / pump crew | Place, vibrate, level and cure concrete | Outdoor; pours often move to night in summer |
| Plant operator | Excavator, loader, telehandler, crane, piling rig | Outdoor, in a cab — licence-controlled |
The MEP and finishing trades
These arrive once the structure is standing, and they have the longest careers. When the shell is finished, the electrician and the AC technician stay on for fit-out, commissioning and often the maintenance contract.
- Electrician — containment, cabling, terminations, panels, testing. The best-documented pay of any Saudi trade, and a confirmed SVP trade
- Plumber and pipefitter — drainage, water, firefighting, mechanical services. Confirmed SVP trade
- Welder and fabricator — structural steel and pipework; coded welding pays well above trade rates
- AC / HVAC technician — ducting, FCUs, chillers, controls. The best-paying trade in this series
- Building carpenter and joiner — doors, frames, joinery, second fix
- Painter, tiler, plasterer, ceiling fixer — the trades that decide handover dates
What a Day on Site Actually Looks Like
Construction here has two completely different working days, and the calendar decides which one you get.
Winter and summer are different jobs
| Stage of the day | October to May | June to September |
|---|---|---|
| Camp wake-up and bus | Around 05:30, on site by 06:30 | Earlier — often on site by 05:00 |
| Toolbox talk and permits | Task briefing, permit to work, PPE check | Same, plus heat-stress briefing and water plan |
| Morning work | Full production through to lunch | The productive half of the entire day |
| Midday | Lunch and prayer break, then back out | 12:00–15:00 outdoor work prohibited |
| Afternoon | Second production block to about 17:00 | Restart around 15:30, often to 19:00 or later |
| Night work | Occasional — big pours, road closures | Common — pours, asphalt, steel erection |
The rhythm of a build
Enabling works need plant and labour; structure needs steel fixers, formwork carpenters and concrete gangs; then come blockwork, façade, MEP first fix, finishes and snagging. Join at the finishes stage as a steel fixer and you have joined at the end of your own phase — so ask what stage the site is at before you accept.
The Heat and Safety Regime That Runs Your Day
On a Saudi site the heat rules are not welfare policy. They are law, they carry penalties, and from June to September they shape your day more than your foreman does.
The midday ban, precisely
Outdoor work in direct sunlight is prohibited from 12:00 to 15:00 daily, between 15 June and 15 September, across all private-sector establishments. The penalty is SAR 3,000 per worker, multiplied by headcount — a contractor caught with twenty men on a slab at one o’clock is looking at SAR 60,000. Compliance ran at 94% in 2025; violations are reported on 19911.
| Covered by the ban | Not covered |
|---|---|
| Steel fixing and concreting on an open slab | Fit-out inside a closed-in, cooled building |
| Blockwork and plastering on an open façade | Workshop fabrication under a roof |
| Scaffolding, roofing, external painting | Basement and enclosed work out of the sun |
| Excavation, earthworks, road and asphalt work | Site offices, stores, covered laydown areas |
| Plant operation in an open cab or on foot in the open | Air-conditioned cabs — though the banksman is exposed |
The test is where the task happens, not what your title says. A carpenter doing second fix indoors at 13:00 in July is working legally. The same carpenter sent out to strike shutters in the open at that hour is not, and the fine belongs to the employer.
What the ban does to your earnings
Summer splits the day into roughly 05:00 to 11:30 and 15:30 to 19:00. Your hours do not disappear — they move, and the evening block often runs into overtime. For outdoor trades that means broken days; for MEP and finishing trades working inside, it can be the best-earning period of the year.
No supervisor can waive the midday ban, and no bonus makes it legal. If you are pushed onto an open slab between 12:00 and 15:00 in July, the establishment is exposed to SAR 3,000 per worker. Report it on 19911. Heat exhaustion on a Saudi summer afternoon is not a matter of toughness — it puts men in hospital every year.
Safety cards: what is law, what is contract
NEBOSH, IOSH and OSHA qualifications are not statutory licences under Saudi law. They are contractual requirements — and on the sites worth working on that makes no practical difference, because you will not get through the gate without them.
| Qualification | Who it is for | Status |
|---|---|---|
| OSHA 30 | Tradesmen and chargehands on major sites | Contractual baseline on most large projects |
| IOSH Managing Safely | Foremen and supervisors | Contractual — often required for promotion |
| NEBOSH IGC | Safety officers | Contractual, but the entry ticket to the HSE career |
| Scaffolding and work-at-height cards | Scaffolders, riggers, roofers | Client-imposed; site-specific re-testing is normal |
| MOI Heavy Equipment licence | Plant and crane operators | A genuine government licence — this one is law |
The Trades Ladder: Helper to Foreman
Construction has a clearer ladder than almost any other blue-collar sector here. The men who never climb are usually the ones who never learned what the next rung required.
The four rungs
| Rung | What the job is | Timing | What unlocks the next step |
|---|---|---|---|
| Helper | Carrying, mixing, clearing, assisting a tradesman | Years 0–2 | Attach yourself to one trade and learn it properly |
| Skilled tradesman | Working your trade unsupervised to a standard | Years 2–5 | Work that does not come back as a snag; SVP where it applies |
| Chargehand | Running a small gang while still on the tools | Years 4–8 | Reading drawings, setting out, working English or Arabic |
| Foreman | Off the tools — labour, programme, safety, quality | Years 7–12 | IOSH-level safety, paperwork, handling people |
The rung most people miss
Chargehand is where careers are made and it is the least understood job on site. It is the first role paid for judgement rather than output: you still hold a tool, but you are deciding sequence and answering for four or five men’s work. Two skills separate those who get there from those who do not — reading a drawing, and setting out from it.
A foreman is not simply a better tradesman: he manages labour, time, materials and risk, and men who are excellent with their hands but silent in a meeting stay chargehands for a decade.
Salary Guide 2026: Every Row Flagged
Construction pay is better evidenced than most blue-collar sectors, but the gap between main-contractor and supply-company pay is often wider than the gap between two trades.
Why aggregator salary sites are wrong
SalaryExplorer, ERI, Payscale and similar sites overstate blue-collar Saudi pay by roughly 50% to 150%. They blend white-collar salaries and expatriate packages into one average, producing numbers no site labourer has ever been offered. Every figure below is anchored to live adverts instead, and carries a confidence flag.
| Flag | What it means below |
|---|---|
| Well supported | Backed by live adverts you could check yourself |
| Indicative | Anchored to a neighbouring role or a wider band |
| Unverified | Widely repeated but thinly evidenced. Treat with caution |
| Not stated | Nothing solid found, so we publish no number |
The bands
| Role | Monthly basic (SAR) | Confidence |
|---|---|---|
| General labourer / helper | 1,200–1,800 | Indicative — the wider unskilled band |
| Mason / block layer | 1,600–2,800 | Well supported |
| Steel fixer | 1,700–2,900 | Well supported |
| Scaffolder | 1,800–3,200 | Well supported — the card lifts the range |
| Plumber / pipefitter | 1,800–3,000 | Well supported |
| Site electrician | 1,800–3,200 | Well supported — best-documented trade |
| Formwork carpenter | 1,600–2,800 | Well supported |
| Painter | 1,600–2,700 | Well supported |
| Heavy equipment operator | 2,500–5,000 | Well supported — licence-driven |
| Crane operator | 3,500–7,000 | Indicative — varies hugely by crane class |
| Chargehand | Not stated | Not stated — rarely advertised as its own role |
| Foreman | 4,500–9,000 | Unverified — the thinnest data in this table |
| HSE officer | 3,000–6,000 entry; 16,000–22,000 at 10–15 years | Well supported |
| Site engineer | 7,000–15,000 | Well supported — note the SAR 8,000 engineering rule |
There is no minimum wage protecting you
There is no statutory minimum wage for expatriate workers in Saudi Arabia. The SAR 4,000 figure repeated on every forum is not a floor — it is the salary at which a Saudi national counts as one full employee for Nitaqat. Sector minimums exist for Saudi nationals in specific professions, SAR 8,000 in engineering and SAR 9,000 in dentistry, and none reaches a construction trade. Any site claiming a SAR 1,500 construction minimum wage is not supported by anything official.
Treat every advertised figure as basic only, then ask four questions: accommodation, food, transport, overtime rate. At these wage levels those answers matter more than SAR 300 of headline salary.
Skills, SVP and the Certificates That Move Pay
There is no single occupational trade licence in Saudi Arabia. SERA and SEEC license companies, SASO certifies products, and no government body issues a personal “electrician’s licence” the way some countries do. What bites is the skill test.
The Skill Verification Programme, and which trades it covers
The SVP is run by HRSD with TVTC, has been mandatory since July 2021, and now covers 1,007 professions across 23 fields. HRSD’s own release confirms two tracks: testing in the home country before arrival, and in-country examinations at certified local centres for skilled workers already employed here. If you are reading this on an iqama, the second track is yours.
| SVP position | Construction trades |
|---|---|
| Confirmed trades | Electrician · plumber · welder · AC technician · building carpenter · painter · mason and steel fixer · vehicle mechanic |
| Not confirmed | General labourer and helper titles — do not let anyone sell you a test for these |
| Format | Theory of about 30 minutes plus a practical of 90–120 minutes, 50% pass mark, three attempts |
| Certificate | Valid five years; portal is svp.qiwa.sa |
What SVP is not
PACC verification is an immigration gate, SVP is a practical trade test, and Saudi Council of Engineers registration is a right-to-practise gate. Clearing one does not clear another. You will also hear that SVP is checked at iqama renewal — widely repeated but not confirmed, so check the portal for your own trade.
If you are a helper, pick a confirmed SVP trade and move into it. Mason, steel fixer, electrician, plumber, welder, carpenter, painter and AC technician all sit inside the programme. A tested trade certificate is portable and recognised across employers — the difference between being hired by the head and being asked for by name.
Engineer, Technician or Tradesman: The Title on Your Iqama
One line of Arabic on your work permit decides your skill tier, whether a Saudization quota reaches you, which checks apply at renewal, and whether you may legally do the job you are already doing.
The engineering rule, and who it actually catches
From 30 June 2026, engineering carries 30% Saudization across 46 professions in firms with five or more engineers, a SAR 8,000 minimum salary, and mandatory Saudi Council of Engineers accreditation. So be precise: the rule applies to “engineer” iqama titles, not to technician or trade titles. A site engineer registered as a mechanical engineer is inside it. An AC technician, electrician, foreman or mason is not.
| Iqama title group | Engineering rule from 30 June 2026? | What it means for you |
|---|---|---|
| Engineer (civil, mechanical, electrical) | Yes | SCE accreditation and a SAR 8,000 floor apply |
| Technician (electrical, mechanical, HVAC) | No | Outside the quota; SVP may apply to your trade |
| Trade titles (mason, steel fixer, carpenter) | No | Fully open; SVP applies to the confirmed trades |
| Foreman and supervisor titles | No | Not on any published localisation list |
| Site office titles (storekeeper, clerk, guard) | Different rules entirely | Localised in 2026 — avoid these titles |
How to check yours
Work permits are now classified as high-skill, skilled or basic. If your permit says “labourer” while you have been fixing steel for six years, you are classified — and paid — as the title, not the work. Open Absher and Qiwa; the profession appears in Arabic in both. Profession-change fees are the employer’s cost under Article 40, so you are asking the company to fix its own record.
Employers and Where Construction Jobs Are Advertised
Hiring runs on layers: client, main contractor, specialist subcontractor, labour supplier. Knowing which layer is talking to you tells you most of what you need to know.
Who is actually building
| Category | Examples | What it is like to work for |
|---|---|---|
| Large Saudi main contractors | El Seif, Nesma & Partners, Al Bawani, Almabani, Saudi Binladin Group, Al Yamama | Documented contracts, company camps, real progression |
| International contractors | Samsung C&T, Hyundai E&C, China Harbour, Webuild, CCC | Strong safety regimes; work tied to specific packages |
| Specialist subcontractors | Freyssinet Saudi and similar post-tensioning, façade and MEP firms | Deep trade skill, narrower work, good rates for scarce trades |
| Developers and contractor-developers | Retal, Binyah | Residential programmes; steadier than giga-project work |
| Labour supply companies | Hundreds, mostly unbranded | Easiest to join, hardest to build a career inside |
Where to look, and what wastes your weeks
Worth saying plainly, because it costs people real time: Jadarat and Taqat are for Saudi nationals only. Qiwa is not a job board either. Saudi nationals also have HRDF wage support, which pays employers 30% to 50% of your salary for up to 24 months, capped at SAR 3,000.
| Channel | Usable by an expatriate? | Useful for construction? |
|---|---|---|
| Site referrals and foreman networks | Yes | Still the strongest route into main-contractor work |
| Bayt and Naukrigulf | Yes | Good for trade, supervisory and technical roles |
| LinkedIn and GulfTalent | Yes | Best from foreman and HSE level upwards |
| Expatriates.com and Mihnati | Yes | Smaller contractors, immediate starts |
| Contractor career pages | Yes | Where the large main contractors post genuinely |
| Jadarat and Taqat | No — Saudi nationals only | Not available to you |
Camp, Food, Transport: The Real Package
At these wage levels the package decides more than the salary line. Two offers SAR 300 apart can be a thousand riyals apart once camp, food and transport are counted.
What should be in the contract
Article 61 requires housing and transport — or a cash allowance in lieu — to be addressed in the contract. If it is not written there it does not exist, whatever was said at the interview. Read it in your own Qiwa account, where you can approve, reject or request a modification.
| Ask before you sign | Why it matters in construction | A good answer |
|---|---|---|
| Contractor or supply company? | Decides pay, stability and whether you can be promoted | Directly by the main contractor |
| What profession goes on the permit? | Sets your skill tier and what checks apply at renewal | The trade you actually work, not “labourer” |
| Camp, food, transport — provided or allowance? | Worth more than the salary gap between two offers | Provided, and written into the contract |
| Overtime rate, in writing? | Summer split shifts and pours generate serious hours | Hourly wage plus 50% of basic |
| Paid through WPS by bank transfer? | Cash leaves no record and no protection | The full amount by bank, every month |
| How long is the project, and what follows? | Demobilisation is normal and should be planned | A named next project, or an honest end date |
What the employer must pay for
Under Article 40 the employer bears recruitment fees, iqama and work permit issuance and renewal, fines arising from delay, profession-change fees, exit and re-entry visa fees, transfer-of-services fees and your return ticket at the end of the contract. None of it should be deducted from you.
Your Legal Rights on a Saudi Construction Site
One section, the essentials, and the rules construction workers are most often told wrong.
The core rules
- Eight hours a day, 48 a week, six and 36 in Ramadan for Muslim workers, with a break of at least 30 minutes after five consecutive hours
- Weekly rest is one day, Friday. A two-day weekend is contractual, not the legal minimum, and construction commonly runs six days
- Overtime is your hourly wage plus 50% of basic. Allowances are excluded unless the contract says otherwise, so a low basic pays less than it looks
- Annual leave at least 21 days, rising to 30 after five years. Sick leave 30 days full, the next 60 at three quarters, the next 30 unpaid
- Article 37: a non-Saudi’s contract must be written and fixed-term. A verbal arrangement is not a contract
- Article 9: Arabic governs your contract and prevails, whatever an English version claims
- Article 93: deductions cannot exceed 50% of your wage, and withholding your passport is prohibited outright
Changing employer, and unpaid wages
Construction is not on the Labour Reform Initiative exclusion list, which covers domestic workers, private drivers, guards, agricultural workers and gardeners. So the four grounds for transferring without consent apply: no documented contract in Qiwa, wages unpaid three consecutive months, no work permit within 90 days of entry, or an expired permit or iqama. Otherwise the baseline is twelve months, and transfer with consent runs from day one. HRSD states the service is free.
Since October 2025 the wage clause in a documented Qiwa contract is directly enforceable through Najiz where wages are wholly unpaid for 30 days, or partly paid after 90. Raise it in writing, then file a free Friendly Settlement request within twelve months; it runs 21 working days. Helpline 19911 operates in English, Hindi, Urdu, Malayalam and Bengali.
End of service, and the formula everyone gets backwards
Under Article 84 the award is half a month’s wage for each of the first five years, then one full month for each year after five, on your last wage including allowances. A great many websites publish it inverted, and long-serving men lose the most by believing them.
| Service | Formula | On SAR 2,500 a month |
|---|---|---|
| 3 years | Half a month per year — 1.5 months | SAR 3,750 |
| 5 years | 2.5 months | SAR 6,250 |
| 8 years | 2.5 months plus 3 full months | SAR 13,750 |
| 12 years | 2.5 months plus 7 full months | SAR 23,750 |
Resignation runs on a separate scale: nothing under two years, one third between two and five, two thirds between five and ten, the full award after ten. If the employer ends the contract — including a project demobilisation — you receive the full award regardless of service.
Do not resign from a job that is being demobilised. If the employer terminates, your end-of-service award is paid in full. If you resign first, the resignation scale applies and a man with four years’ service loses two thirds of it. Ask in writing how the contract is ending before you sign anything.
Career Progression and the Moves Off Site
Construction rewards staying power, but only if you are moving through the trade rather than repeating year one twelve times. The men earning well after a decade all made two or three deliberate moves.
The three moves that pay
- Helper to a confirmed SVP trade — the biggest jump in earnings you will make, and the certificate travels between employers
- Labour supply to main contractor — same work, better pay, documented wages and an actual ladder above you
- Trade to a licence — a heavy equipment licence turns SAR 1,800 work into SAR 2,500 to 5,000 work, and crane classes go higher again
The exits that get you out of the sun
Every experienced tradesman eventually asks what he does when his back gives out. These are the realistic answers, and all start on site. Red Sea Global and Amaala are moving into operations now, and Riyadh Metro did the same in 2025 — when a project finishes, somebody has to maintain it.
| Move | What it takes | Why it is worth it |
|---|---|---|
| HSE officer | NEBOSH IGC, site experience, decent English | Widest pay range on site; 16,000–22,000 at 10–15 years |
| Facilities management | An MEP trade plus building-services experience | Indoor, year-round, no demobilisation cycle |
| QA/QC inspector | Trade depth, drawings, written English | Technical career built on the trade you know |
| Plant and crane operation | MOI Heavy Equipment licence, hours in the seat | Better pay, in a cab, and the licence is portable |
| Workshop and prefabrication | Trade skill plus precision work | Under a roof, outside the midday ban entirely |
Ask the site engineer to explain one drawing a week. It is free, it takes ten minutes, and within a year you can set out your own work. Reading drawings separates a tradesman from a chargehand — and a chargehand from everyone still waiting to be told what to do.

Frequently Asked Questions
The questions construction workers inside Saudi Arabia ask most.
Is NEOM still hiring construction workers in 2026?
Not at the scale it was. The Line is halted until after 2030 and Trojena is postponed past 2030, with termination penalties expected to reach around SAR 60 billion between 2026 and 2030. Oxagon, the hydrogen complex and the data centres still run, but the hydrogen plant is about 90% complete — so it is releasing labour, not absorbing it.
Where are the real construction jobs in Saudi Arabia right now?
Riyadh. Diriyah has around US$45.6 billion still to award, Expo 2030 has completed earthworks with a projected peak workforce of 50,000 to 70,000, King Salman International Airport began terminal construction in 2026, and Qiddiya is delivering. Ordinary residential, road and hospital work employs large numbers of trades alongside them.
Are construction jobs in Saudi Arabia open to expatriates?
Yes. No construction trade, chargehand or foreman title appears on any Saudization decision in force or announced for 2026. Around 3.4 million people work in the sector and roughly 92% are non-Saudi. The 2026 localisation waves targeted white-collar and front-of-house roles, not manual trades.
How much do construction workers earn in Saudi Arabia?
Typical monthly basic pay runs SAR 1,200 to 1,800 for a general labourer, 1,600 to 2,800 for a mason, 1,700 to 2,900 for a steel fixer, 1,800 to 3,200 for a scaffolder or site electrician, and 2,500 to 5,000 for a heavy equipment operator. Foreman pay is reported at SAR 4,500 to 9,000, the thinnest data of the set.
Is there a minimum wage for construction workers in Saudi Arabia?
No. There is no statutory minimum wage for expatriate workers. The SAR 4,000 figure repeated online is a Nitaqat counting threshold — the salary at which a Saudi national counts as one full employee — not a wage floor. Claims of a SAR 1,500 construction minimum wage are not supported by anything official.
What are the working hours on a Saudi construction site?
Eight hours a day and 48 a week, reduced to six and 36 during Ramadan for Muslim workers, with a break of at least 30 minutes after five consecutive hours. Weekly rest is one day, Friday — a two-day weekend is a contractual benefit, not the legal minimum. Overtime is your hourly wage plus 50% of basic.
Does the midday outdoor work ban apply to construction?
Yes, more than to any other sector. Outdoor work in direct sunlight is prohibited from 12:00 to 15:00 daily between 15 June and 15 September, penalty SAR 3,000 per worker. It covers steel fixing, concreting, blockwork, scaffolding, roofing, excavation and external painting. Fit-out inside a cooled building and workshop work under a roof are not.
Do construction trades need an SVP skill certificate?
Several do. The Skill Verification Programme’s confirmed trades include electrician, plumber, welder, AC technician, building carpenter, painter, mason and steel fixer. It is not confirmed for general labourer or helper titles. Testing runs both before arrival and in-country at certified centres — check svp.qiwa.sa for your trade.
Does the 2026 engineering rule affect construction technicians and tradesmen?
No. From 30 June 2026 engineering carries 30% Saudization across 46 professions in firms with five or more engineers, a SAR 8,000 minimum salary and mandatory Saudi Council of Engineers accreditation — but it applies to “engineer” iqama titles only. Technician and trade titles such as electrician, AC technician, mason or foreman are outside it.
Is it better to work for a main contractor or a labour supply company?
A main contractor, almost always. Pay is higher for the same trade, wages are paid through WPS on time, camps and training are better, and there is a real ladder to chargehand and foreman. Labour supply is the easier way onto a site, but the margin between the two companies comes out of your wage.
How do I become a foreman on a Saudi construction site?
Move helper to skilled tradesman, then chargehand, then foreman — typically seven to twelve years. The two skills that decide it are reading drawings and setting out from them, plus enough English or Arabic to argue with a site engineer. IOSH-level safety training is usually expected before the step off the tools.
What end of service payment does a construction worker receive?
Half a month’s wage for each of the first five years, then one full month for each year after five, on your last wage including allowances. On SAR 2,500 a month, eight years comes to roughly SAR 13,750. Resignation reduces the award until ten years of service, but if the employer terminates — including a project demobilisation — the full award is due regardless.
Final Summary
Construction is still one of the most open sectors in Saudi Arabia for expatriate workers, and nothing in the 2026 Saudization calendar changes that. What has changed is the map. The Line is halted, Trojena is postponed, New Murabba is suspended beyond excavation — and the projects that dominated recruitment advertising for five years are the ones now sending men home.
Riyadh is where the work is. Diriyah, Expo 2030, King Salman International Airport and Qiddiya are live, and beneath them sits a large, unglamorous market in housing, roads and hospitals that does not get cancelled when a masterplan is rescoped.
Two decisions matter more than which project you join: who employs you, and what profession is printed on your work permit. A main contractor pays more, pays on time and has a ladder above you. That one line of Arabic decides your skill tier and whether you are paid as the trade you actually work.
From June to September the heat regime runs your day, and it is law rather than courtesy. The route up is well worn: get into a confirmed SVP trade, learn to read a drawing, take the safety cards your employer will pay for, and aim at chargehand and then foreman. If your body tells you the tools have a deadline, HSE, QA/QC and facilities management are all reachable from where you stand.
