Ask around any labour camp in Riyadh and you will meet men who went north for NEOM. In 2022 and 2023 the recruitment was real, the buses were full, and Tabuk looked like the safest bet in the Kingdom.

It was not. Work on The Line is halted until after 2030 and the 2030 population target has been cut from 1.5 million to around 100,000. Termination penalties are expected to reach roughly SAR 60 billion between 2026 and 2030. Trojena has slipped past 2030 and lost the 2029 Asian Winter Games with it. Crews have been sent home.

Meanwhile Riyadh has become the busiest construction city in the region. This guide is for the man deciding where to go next — not for a press release from five years ago.

The NEOM Correction, Told Properly

Almost every construction article you read this year still treats NEOM as an endless jobs machine. It stopped being true, and the men worst affected are the ones who moved their whole working life to Tabuk on the strength of it.

What actually happened to The Line

Construction is halted until after 2030. Termination penalties across the wider project are expected to run to about SAR 60 billion — roughly US$16 billion — between 2026 and 2030, more than a third of the 2026 budget deficit.

Contractors of serious size have been hit: Webuild, Eversendai and Hyundai Engineering & Construction among them. When a package is terminated, the labour-supply subcontractors under it demobilise first. That is why the retrenchment reached ordinary tradesmen before it reached the news.

What is still alive at NEOM

The correction is not a claim that NEOM has stopped. Parts of it are working and paying, but they are industrial and a fraction of what was advertised. A plant reported at 90% complete is releasing labour, not absorbing it.

Be careful with any 2026 offer that leads with the word NEOM. Ask which package, which main contractor, and how many months of the contract remain. A genuine Oxagon or utilities role answers all three. A recruiter who cannot name the package is selling the brand, not a job.

The ordinary work nobody writes about

Giga-projects make the headlines but they are not where most construction workers here are employed. Residential blocks, municipal roads, water and sewage and hospital extensions absorb huge numbers of trades — and that work does not get cancelled because a masterplan was rescoped.

What 2027 to 2031 probably looks like

  • World Cup 2034 stadiums: announced is not the same as under construction. Designs have gone back for cost revision, the 15-venue count may be reduced, and only around three venues are reported to have started. Peak stadium labour realistically lands between late 2028 and mid-2031
  • Riyadh Metro: fully operational since January 2025, so it is an operations and maintenance employer now. The tunnelling jobs are gone
  • Red Sea and Amaala: work is rotating from site trades into hospitality and facilities management

Saudization Status for Construction Trades

Stated plainly, because vague answers cost people jobs: construction trades are open to expatriates in 2026. No mason, carpenter, steel fixer, scaffolder, plumber, electrician, plant operator, chargehand or foreman title appears on any localisation decision in force or announced.

Why the trades were left alone

Localisation has gone after white-collar and customer-facing work — administrative support, sales, marketing, engineering, tourism front-of-house. Manual trades are not the target, and the arithmetic explains why: of roughly 3.4 million construction workers, about 92% are non-Saudi. There is no pool of Saudi steel fixers waiting to replace them.

The risk that reaches you anyway

Your title may be safe while your employer is not. The Nitaqat ladder runs Platinum, High Green, Mid Green, Low Green and Red, on a 26-week weighted average, and Saudi employees count only if their contracts are documented in Qiwa. Red blocks new visas, transfers, profession changes and Etimad tendering — and it blocks iqama renewals for existing expatriate staff.

Two questions worth asking HR this month. “Is my contract documented in Qiwa?” and “What Nitaqat band is the establishment in?” Both are routine. The answers tell you more about your next two years than any conversation about salary.

Main Contractor or Labour Supply Company?

This is the biggest fork in a Saudi construction career, and most workers only understand it after it has cost them something. Two men can stand on the same slab doing the same work on completely different terms.

The two employers on every large site

The main contractor holds the contract with the client, employs its own staff and owns the safety regime — El Seif, Nesma & Partners, Al Bawani, Almabani, Saudi Binladin Group, Al Yamama, Samsung C&T, Hyundai E&C, CCC, Webuild. The labour supply subcontractor sponsors workers and hires them out by the head; your iqama sits with it, and your site is wherever it sends you.

What goes wrong in supply work

When the main contractor pays the supply company late, the supply company pays you late. And when one site releases you before the next starts, some suppliers stop paying for the weeks between. That is not lawful — wages unpaid for three consecutive months is a ground for transferring without your sponsor’s consent.

Making the move

Going from supply to main contractor is the best single move most tradesmen can make, and it happens through the site rather than a job board. Before you resign, check the receiving employer qualifies: Nitaqat Green or above, 80% WPS compliance, all contracts documented in Qiwa. Failed transfers usually fail at that end.

The Trades on a Saudi Construction Site

Construction is not one job. Your trade decides your pay, your season, whether you work in the sun, and how far you can go.

The structural and civil trades

The MEP and finishing trades

These arrive once the structure is standing, and they have the longest careers. When the shell is finished, the electrician and the AC technician stay on for fit-out, commissioning and often the maintenance contract.

  • Electrician — containment, cabling, terminations, panels, testing. The best-documented pay of any Saudi trade, and a confirmed SVP trade
  • Plumber and pipefitter — drainage, water, firefighting, mechanical services. Confirmed SVP trade
  • Welder and fabricator — structural steel and pipework; coded welding pays well above trade rates
  • AC / HVAC technician — ducting, FCUs, chillers, controls. The best-paying trade in this series
  • Building carpenter and joiner — doors, frames, joinery, second fix
  • Painter, tiler, plasterer, ceiling fixer — the trades that decide handover dates

What a Day on Site Actually Looks Like

Construction here has two completely different working days, and the calendar decides which one you get.

The rhythm of a build

Enabling works need plant and labour; structure needs steel fixers, formwork carpenters and concrete gangs; then come blockwork, façade, MEP first fix, finishes and snagging. Join at the finishes stage as a steel fixer and you have joined at the end of your own phase — so ask what stage the site is at before you accept.

The Heat and Safety Regime That Runs Your Day

On a Saudi site the heat rules are not welfare policy. They are law, they carry penalties, and from June to September they shape your day more than your foreman does.

The midday ban, precisely

Outdoor work in direct sunlight is prohibited from 12:00 to 15:00 daily, between 15 June and 15 September, across all private-sector establishments. The penalty is SAR 3,000 per worker, multiplied by headcount — a contractor caught with twenty men on a slab at one o’clock is looking at SAR 60,000. Compliance ran at 94% in 2025; violations are reported on 19911.

The test is where the task happens, not what your title says. A carpenter doing second fix indoors at 13:00 in July is working legally. The same carpenter sent out to strike shutters in the open at that hour is not, and the fine belongs to the employer.

What the ban does to your earnings

Summer splits the day into roughly 05:00 to 11:30 and 15:30 to 19:00. Your hours do not disappear — they move, and the evening block often runs into overtime. For outdoor trades that means broken days; for MEP and finishing trades working inside, it can be the best-earning period of the year.

No supervisor can waive the midday ban, and no bonus makes it legal. If you are pushed onto an open slab between 12:00 and 15:00 in July, the establishment is exposed to SAR 3,000 per worker. Report it on 19911. Heat exhaustion on a Saudi summer afternoon is not a matter of toughness — it puts men in hospital every year.

Safety cards: what is law, what is contract

NEBOSH, IOSH and OSHA qualifications are not statutory licences under Saudi law. They are contractual requirements — and on the sites worth working on that makes no practical difference, because you will not get through the gate without them.

The Trades Ladder: Helper to Foreman

Construction has a clearer ladder than almost any other blue-collar sector here. The men who never climb are usually the ones who never learned what the next rung required.

The rung most people miss

Chargehand is where careers are made and it is the least understood job on site. It is the first role paid for judgement rather than output: you still hold a tool, but you are deciding sequence and answering for four or five men’s work. Two skills separate those who get there from those who do not — reading a drawing, and setting out from it.

A foreman is not simply a better tradesman: he manages labour, time, materials and risk, and men who are excellent with their hands but silent in a meeting stay chargehands for a decade.

Salary Guide 2026: Every Row Flagged

Construction pay is better evidenced than most blue-collar sectors, but the gap between main-contractor and supply-company pay is often wider than the gap between two trades.

Why aggregator salary sites are wrong

SalaryExplorer, ERI, Payscale and similar sites overstate blue-collar Saudi pay by roughly 50% to 150%. They blend white-collar salaries and expatriate packages into one average, producing numbers no site labourer has ever been offered. Every figure below is anchored to live adverts instead, and carries a confidence flag.

There is no minimum wage protecting you

There is no statutory minimum wage for expatriate workers in Saudi Arabia. The SAR 4,000 figure repeated on every forum is not a floor — it is the salary at which a Saudi national counts as one full employee for Nitaqat. Sector minimums exist for Saudi nationals in specific professions, SAR 8,000 in engineering and SAR 9,000 in dentistry, and none reaches a construction trade. Any site claiming a SAR 1,500 construction minimum wage is not supported by anything official.

Treat every advertised figure as basic only, then ask four questions: accommodation, food, transport, overtime rate. At these wage levels those answers matter more than SAR 300 of headline salary.

Skills, SVP and the Certificates That Move Pay

There is no single occupational trade licence in Saudi Arabia. SERA and SEEC license companies, SASO certifies products, and no government body issues a personal “electrician’s licence” the way some countries do. What bites is the skill test.

The Skill Verification Programme, and which trades it covers

The SVP is run by HRSD with TVTC, has been mandatory since July 2021, and now covers 1,007 professions across 23 fields. HRSD’s own release confirms two tracks: testing in the home country before arrival, and in-country examinations at certified local centres for skilled workers already employed here. If you are reading this on an iqama, the second track is yours.

What SVP is not

PACC verification is an immigration gate, SVP is a practical trade test, and Saudi Council of Engineers registration is a right-to-practise gate. Clearing one does not clear another. You will also hear that SVP is checked at iqama renewal — widely repeated but not confirmed, so check the portal for your own trade.

If you are a helper, pick a confirmed SVP trade and move into it. Mason, steel fixer, electrician, plumber, welder, carpenter, painter and AC technician all sit inside the programme. A tested trade certificate is portable and recognised across employers — the difference between being hired by the head and being asked for by name.

Engineer, Technician or Tradesman: The Title on Your Iqama

One line of Arabic on your work permit decides your skill tier, whether a Saudization quota reaches you, which checks apply at renewal, and whether you may legally do the job you are already doing.

The engineering rule, and who it actually catches

From 30 June 2026, engineering carries 30% Saudization across 46 professions in firms with five or more engineers, a SAR 8,000 minimum salary, and mandatory Saudi Council of Engineers accreditation. So be precise: the rule applies to “engineer” iqama titles, not to technician or trade titles. A site engineer registered as a mechanical engineer is inside it. An AC technician, electrician, foreman or mason is not.

How to check yours

Work permits are now classified as high-skill, skilled or basic. If your permit says “labourer” while you have been fixing steel for six years, you are classified — and paid — as the title, not the work. Open Absher and Qiwa; the profession appears in Arabic in both. Profession-change fees are the employer’s cost under Article 40, so you are asking the company to fix its own record.

Where to look, and what wastes your weeks

Worth saying plainly, because it costs people real time: Jadarat and Taqat are for Saudi nationals only. Qiwa is not a job board either. Saudi nationals also have HRDF wage support, which pays employers 30% to 50% of your salary for up to 24 months, capped at SAR 3,000.

Camp, Food, Transport: The Real Package

At these wage levels the package decides more than the salary line. Two offers SAR 300 apart can be a thousand riyals apart once camp, food and transport are counted.

What should be in the contract

Article 61 requires housing and transport — or a cash allowance in lieu — to be addressed in the contract. If it is not written there it does not exist, whatever was said at the interview. Read it in your own Qiwa account, where you can approve, reject or request a modification.

What the employer must pay for

Under Article 40 the employer bears recruitment fees, iqama and work permit issuance and renewal, fines arising from delay, profession-change fees, exit and re-entry visa fees, transfer-of-services fees and your return ticket at the end of the contract. None of it should be deducted from you.

One section, the essentials, and the rules construction workers are most often told wrong.

The core rules

  • Eight hours a day, 48 a week, six and 36 in Ramadan for Muslim workers, with a break of at least 30 minutes after five consecutive hours
  • Weekly rest is one day, Friday. A two-day weekend is contractual, not the legal minimum, and construction commonly runs six days
  • Overtime is your hourly wage plus 50% of basic. Allowances are excluded unless the contract says otherwise, so a low basic pays less than it looks
  • Annual leave at least 21 days, rising to 30 after five years. Sick leave 30 days full, the next 60 at three quarters, the next 30 unpaid
  • Article 37: a non-Saudi’s contract must be written and fixed-term. A verbal arrangement is not a contract
  • Article 9: Arabic governs your contract and prevails, whatever an English version claims
  • Article 93: deductions cannot exceed 50% of your wage, and withholding your passport is prohibited outright

Changing employer, and unpaid wages

Construction is not on the Labour Reform Initiative exclusion list, which covers domestic workers, private drivers, guards, agricultural workers and gardeners. So the four grounds for transferring without consent apply: no documented contract in Qiwa, wages unpaid three consecutive months, no work permit within 90 days of entry, or an expired permit or iqama. Resignation runs on a separate scale: nothing under two years, one third between two and five, two thirds between five and ten, the full award after ten. If the employer ends the contract — including a project demobilisation — you receive the full award regardless of service.
