Two men apply for the same forklift job in an Industrial City warehouse. Both have driven forklifts for years. One starts on Sunday. The other is told to come back when he has “the licence” — which he thought he had.

That confusion is the most expensive misunderstanding in this trade. Two separate documents exist, issued by two authorities for two reasons. A government driving licence from the Ministry of Interior is not a forklift safety certificate from a training centre. Neither replaces the other, and adverts rarely say which they mean.

This guide is for people already inside the Kingdom on an iqama, and for Saudi nationals looking at warehouse work. It explains what each document is, who issues it, and what happens if you have one and not the other.

The Two Licences People Constantly Confuse

Almost every page about this job treats “forklift licence” as one thing. It is not. Get the distinction straight and the rest of the trade becomes simple.

Document one: a government driving licence

The Ministry of Interior, through the General Department of Traffic (Muroor), issues driving licences in twelve categories. One is Heavy Equipment, and forklifts sit inside it alongside other plant. It is recorded against your iqama and appears in Absher.

This is what makes you legally entitled to operate the machine. It does not belong to your employer. Change jobs and it goes with you.

Document two: a workplace safety certificate

The second document has nothing to do with traffic law. It is a training certificate, usually one or two days, from an accredited provider or a large employer’s own HSE team. The content follows international standards — the OSHA 1910.178 powered industrial truck rules and the ASME B56.1 design standard are the two most often referenced.

Aramco, SABIC and most large logistics operators will not let you near a truck without it, whatever your driving licence says. It is typically valid two years.

Aim to hold both, in this order. Get the MOI Heavy Equipment licence yourself — it is portable, lasts five years, and nobody can take it away from you. Let the employer pay for the safety certificate, because they usually will, and large sites prefer to issue their own anyway.

Licence One: The MOI Heavy Equipment Driving Licence

This is what people mean by “the Saudi forklift licence”, and the harder of the two to get.

What you need before you apply

Non-Saudis face one extra requirement that trips people up: a letter of identification from the sponsor. If your employer will not write it, you cannot proceed — find that out before paying any fees.

Be careful with the fee. Sources quote this class differently — one figure is around SAR 500 for five years, another presents it as annual. We will not pick one and call it fact. Check the current amount in Absher.

Where the Heavy Equipment class sits

A car licence does not cover a forklift, and a forklift licence does not cover a truck. Knowing the classes saves a wasted trip.

If you already hold a licence from abroad

Holders of licences from a defined list of countries can convert without sitting the driving test — the GCC, the UK, the US, Canada, Australia, New Zealand, EU states, Japan, South Korea and Singapore among them. The list changes, so confirm your country in Absher.

The process is a certified Arabic translation, an eye test, an application, then the fee. A Saudi licence lasts ten years and is tied to your iqama. One caution: conversion applies to driving licences. A foreign forklift training certificate is not one, and will not convert into the Heavy Equipment class.

Licence Two: The Forklift Safety Certificate

This is the document most people already have, and the one they mistake for a licence.

What it is and who issues it

A forklift safety certificate proves you were trained and assessed as competent on a powered industrial truck. It is usually delivered by a centre accredited through the Technical and Vocational Training Corporation, or in-house by a large employer. Courses run one to two days.

Not every certificate is worth the paper

These are private documents, so quality varies. Some follow a genuine assessment on a real truck. Others are printed after an hour in a portacabin.

A certificate that holds up names an accredited provider, states the standard, carries assessment and expiry dates, and records the truck class you were tested on. One that will not: no expiry date, no provider address, and no practical test.

Do not pay a middleman for a “government forklift licence”. The Heavy Equipment licence is issued only by Muroor, applied for through Absher, and requires a test you sit yourself. Anyone offering to arrange one without a test is selling a training certificate at a government-licence price, or nothing at all.

Which One Is the Job Advert Asking For?

Adverts here are written quickly, and the wording rarely separates the two. How to decode them.

What happens if you have one but not the other

Both gaps are survivable, but differently. Missing the certificate usually costs a day of training. Missing the MOI licence can cost you the job, and after an incident it costs your employer far more.

This is why the distinction matters beyond recruitment. When a load goes through a rack or a pedestrian is struck, the first questions are whether the operator held a valid government licence and whether the employer had a current training record. An operator with neither is exposed, and so is the company.

The Industry and Current Demand in 2026

Forklift work sits inside logistics, one of the genuinely active parts of the Saudi economy.

Where the machines actually are

Most forklift jobs are not on building sites. They are in distribution centres, ports, factories and retail warehouses — indoor or semi-covered, shift-based.

The NEOM correction

You will find pages promising a heavy equipment boom at NEOM. Treat them with suspicion. Work on The Line is halted until after 2030, the population target has been cut drastically, and large contract-termination costs are expected between 2026 and 2030. Trojena has slipped past 2030 too.

Parts of NEOM are still live — Oxagon, the green hydrogen complex, the data centres. But the real demand in 2026 is elsewhere: Diriyah, which has the strongest award pipeline in the Kingdom, the Expo 2030 Riyadh site, and the new terminal at King Salman International Airport, where construction begins this year. Add the ports and the Riyadh distribution belt and you have the honest map.

Saudization Status for Forklift Operators

Stated plainly: forklift operator is not on any Saudization list in force or announced for 2026. The door is open. But a title sitting right next to yours is closing.

The storekeeper problem

Decision 132249 localised 69 administrative-support professions. Nineteen took effect on 5 April 2026; the rest carry a grace period to 5 October 2026. Storekeeper (أمين مخزن) is on that list, with inventory movement clerk. From that date the title is 100% Saudi, and the rule reaches firms with even one worker in the role.

Warehouse worker, picker, loader and forklift operator are not on the list. What matters is the title on your iqama, not the work you do. Plenty of warehouses register operators as storekeeper because it is a tidy administrative label. If that is your profession, get it corrected before October.

Check your iqama profession this week, not in September. Open Absher or Qiwa and read the exact Arabic profession on your work permit. If it says أمين مخزن, ask your employer to change it to a warehouse or equipment operator title before 5 October 2026. Profession-change fees are the employer’s responsibility under Article 40.

Job Types and Truck Classes

“Forklift operator” covers several jobs with different machines and a pay gap of roughly double.

The roles

Warehouse operators work indoors on counterbalance or reach trucks, moving pallets between racking, dock and staging. Yard operators work outside on diesel machines handling steel, timber and containers. Site operators run rough-terrain trucks and telehandlers for contractors, and they are the ones the midday ban reaches.

Employers ask what you have driven, not only whether you hold a licence. Be honest — the handling differs from one machine to the next.

What a Working Day Actually Looks Like

Two very different days sit inside this job, and the difference is whether you work under a roof.

Indoor warehouse versus outdoor yard

Warehouse work is shift work, set by inbound trucks and outbound delivery windows. Early starts, late finishes, sometimes nights. Repetitive, comfortable enough in a modern building, and the dock sets the pace.

Yard and site work is weather work. Between 15 June and 15 September, outdoor work in direct sunlight must stop from 12:00 to 15:00, penalty SAR 3,000 per worker. Compliance ran at 94% in 2025, so it is enforced. Indoor operators are not covered, which is one of the quiet advantages of getting inside.

One habit separates operators who last from those who do not: the pre-use inspection. Brakes, forks, mast chains, tyres, horn, lights, hydraulics, seat belt. Write defects in the log. Five minutes, and the strongest evidence in your favour if something goes wrong.

Skills That Move You Up the Pay Scale

Driving the truck is the easy part. Almost everything that raises your pay sits around it.

  • Reach truck and high-bay work. Precision at nine metres is a different skill from pallets on the flat
  • Load charts. Reading a de-rated capacity with an attachment fitted marks you out
  • Warehouse systems. RF scanners are standard now; speed on the handset matters
  • Basic English or Arabic. Shift leads are chosen from whoever can take the client’s instructions and pass them on
  • Maintenance awareness. Hydraulic leaks, chain wear, battery watering — spotting them early saves money

The SVP question

The Skill Verification Programme run by HRSD with TVTC tests practical trade competence at centres abroad and inside the Kingdom. Its confirmed trades are electrician, plumber, welder, AC technician, building carpenter, painter, mason and vehicle mechanic.

Forklift operation is not among them. We cannot verify that an SVP certificate is required for this role and will not imply otherwise. If anyone says you cannot renew your iqama without one, check at svp.qiwa.sa before handing over money.

Salary Guide 2026: What Adverts Really Pay

An honest warning before the numbers. Forklift pay is one of the thinnest-documented areas we have researched for this site. Warehouse adverts frequently omit salary, and modelled figures on salary websites are not usable. Where confidence is low, the table says so.

What the evidence supports

The band we can anchor with confidence is heavy equipment operator at SAR 2,500 to 5,000 basic, from construction and industrial advertising. A certificated operator on a contractor site sits inside it. Indoor warehouse work clusters lower, because the machines are smaller and the labour pool deeper.

Treat every advertised figure as basic only, then ask about accommodation, food, transport and overtime.

Why salary websites are wrong about this job

Search for forklift salaries here and you will be shown modelled figures from SalaryExplorer, ERI and Payscale, often two or three times what employers advertise. For Saudi blue-collar roles those models are unreliable: they blend white-collar salaries and full expatriate packages into one average, then apply it to a manual job where accommodation replaces cash.

There is no minimum wage protecting you

There is no statutory minimum wage for expatriate workers in Saudi Arabia. The SAR 4,000 figure quoted everywhere is not a floor — it is the salary at which a Saudi national counts as one full employee for Nitaqat. Below SAR 4,000 a Saudi counts as half; below SAR 3,000, not at all. Sector minimums exist in engineering and dentistry, and none reach material handling. Your wage is whatever your contract says.

Benefits, Accommodation and the Real Package

Basic salary is only part of the picture, and in logistics the package varies more than the wage.

What large employers provide

Logistics operators, manufacturers and port contractors generally provide shared accommodation or an allowance, staff transport and medical insurance. Article 61 requires housing and transport, or cash in lieu, to be addressed in the contract. Smaller yards are where wages go missing.

Overtime is where the money is. The rate is your hourly wage plus 50% of basic, and housing and transport allowances are excluded unless the contract says otherwise. Distribution centres with seasonal peaks and round-the-clock ports both offer genuine overtime.

Open your Qiwa account and read your own contract. Workers can view, approve, reject or request modification directly. Employers are under pressure here — the documentation threshold rose to 85% on 30 April 2026 and 90% on 30 June 2026. A contract you can see in Qiwa is a contract you can enforce.

One section, the essentials. Logistics is a formal sector, so unlike some trades you are almost certainly covered by the Labour Law.

Hours, wages and the basics

  • Eight hours a day, 48 a week. In Ramadan, six and 36 for Muslim workers
  • Weekly rest is one day, Friday. A two-day weekend is a perk, not the legal minimum
  • Overtime is your hourly wage plus 50% of basic
  • Annual leave of at least 21 days, rising to 30 after five years
  • Article 40: the employer bears iqama and work permit costs, profession-change fees, exit and re-entry visas and your return ticket
  • Article 9: Arabic governs your contract and prevails, whatever an English clause claims
  • Article 93: deductions cannot exceed 50% of your wage. Withholding your passport is prohibited

End of service, and the formula everyone gets backwards

Under Article 84 the award is half a month’s wage for each of the first five years, then one full month for each year after five, on your last wage including allowances. Many websites publish it the wrong way round.

Resignation runs on a separate scale: nothing under two years, one third between two and five, two thirds between five and ten, the full award after ten. If the employer ends the contract, you get the full award regardless.

Changing employer, and when wages go wrong

Transfer with consent is available from day one. Without consent the baseline is twelve months, and four grounds allow an earlier move: no documented contract in Qiwa, wages unpaid three consecutive months, no work permit within 90 days of entry, or an expired permit or iqama. The catch is the receiving company — it must be Green band or above, at least 80% WPS compliant, and have all contracts documented in Qiwa. HRSD states the transfer service is free.

If wages stop, raise it in writing, then file a free Friendly Settlement request within twelve months. It runs 21 working days and the helpline 19911 operates in English, Hindi, Urdu, Malayalam and Bengali. Unresolved cases go to the Labour Court through Najiz.

Career Progression

The forklift is a good rung to stand on: the licence transfers and the skill is recognised in every sector that moves goods.

Two routes work. Go up inside the warehouse — operator, shift lead, then equipment supervisor, where a shared language matters more than driving ability. Or go sideways into bigger machines: telehandler, container handler, then crane, where advertised pay reaches SAR 3,500 to 7,000. The second pays more and takes longer.

Employers and Where Forklift Jobs Are Advertised

Hiring splits between organised employers who advertise and small yards who never do.

Who the employers are

The organised end is logistics operators and freight forwarders, retail groups running their own distribution centres, manufacturers in Jubail and Yanbu, port operators in Jeddah, Dammam and King Abdullah Port, airport ground handlers, and contractors on the Riyadh projects. These have WPS payroll, proper HSE and training budgets.

The other end is building materials merchants, timber yards and family transport businesses. They hire fast, pay less, document less, and are where most problems occur. Given a choice, take the formal employer even at similar money.

Where to look

Worth saying plainly, because it wastes people’s time: Jadarat and Taqat are for Saudi nationals only. An expatriate cannot use them to find work, and Qiwa is not a job board — it is where contracts, permits and transfers are processed.

Equipment, Technology and What Is Changing

Warehousing here is modernising faster than most trades.

Electric is replacing diesel indoors. Lithium-ion trucks charge faster and need less maintenance, and new distribution centres specify them. If you have only driven diesel, get hours on electric.

Telematics is normal now. Fleet systems log who drove which truck, impacts, speed and pre-use checks. That cuts both ways: careless operating is visible, and so is a clean record.

Automation is early here. Guided vehicles exist in a few large facilities, but there is no near-term threat to operator jobs. What disappears first is the simplest repetitive movement; what survives involves judgement and awkward spaces.

Never let anyone ride on the forks, and never lift a person on a pallet. It happens on small sites, it is the fastest route to a fatality, and as the operator you are the one standing in front of the investigation. If a supervisor instructs it, refuse and report it on 19911.

Realistic alternatives for someone already in the Kingdom.

If you are already driving a forklift without the MOI licence, fix that first. It is the cheapest and fastest upgrade available, it lasts five years, it belongs to you rather than your employer, and it moves you from helper pay to operator pay in one step.
