On 22 April 2026 a door closed in Saudi hotels. Receptionist, front-desk agent, information clerk and call-centre agent became 100% Saudi roles. If you imagined moving from the corridors to the lobby, that route is shut.
Here is what almost nobody says next. The rest of the hotel did not close. Room attendant, laundry hand, public-area cleaner, houseman and housekeeping supervisor are all still open to expatriates. Back of house carried on hiring the day after the front desk stopped.
This guide is for people already inside the Kingdom on an iqama, and for Saudi nationals weighing up service work. It covers the three markets lumped together under the word “cleaning”: hotel housekeeping, facilities management, and Musaned household work.

The Front Desk Closed. Back of House Did Not.
Saudization in tourism has been reported as though the whole hotel were closing to expatriates. It is not. The rules target the roles the guest sees at check-in, not the ones that make the room saleable.
What closed on 22 April 2026
From that date, tourism front-of-house professions became 100% Saudi: hotel receptionist, receptionist, information clerk and call-centre agent. It is a job-title rule, following the profession on the work permit rather than the department you sit in.

Why this is good news, not bad
Housekeeping is the largest department in most hotels and the hardest to staff. A property that can no longer recruit expatriates into reception hires Saudis at the desk and keeps hiring expatriates into the rooms division.
What changed is the shape of promotion. The move to the front desk is gone. The move up inside housekeeping is not.
Three markets, one word
“Cleaning job in Saudi Arabia” describes three separate labour markets. People apply across all three without noticing, then wonder why the terms differ so much.

Decide which market you are applying to before you send a CV. “Housekeeping” in an advert can mean a five-star rooms division, a night shift in an office tower, or live-in work in a family villa. Ask who the employer is, whether the contract goes into Qiwa, and where you will sleep.
The Industry and Current Demand in 2026
Cleaning demand tracks buildings, not oil prices. Saudi Arabia is opening a great many buildings.
Where the work actually is
Hotel housekeeping concentrates in Riyadh, Jeddah, Makkah and Madinah, with a growing tier along the Red Sea coast. Household work is everywhere and advertises nowhere.

What is driving hiring this year
Red Sea Global and Amaala are rotating out of heavy construction into operations, converting site jobs into hospitality and facilities jobs. And Saudi airports handled 140.9 million passengers in 2025, up 9.6%, with Jeddah, Dammam and Madinah all above design capacity.

The NEOM correction
You will find pages promising thousands of hospitality jobs at NEOM. Work on The Line is halted until after 2030, the population target has been cut to around 100,000 by 2030 from 1.5 million, and Trojena has slipped past 2030 too. Oxagon, the green hydrogen complex and the data centres are still running and still need camp housekeeping.
But the honest map of 2026 demand points elsewhere: Diriyah, Expo 2030 Riyadh, King Salman International Airport, and the Red Sea properties now opening.
Saudization Status for Housekeeping and Cleaning
Stated plainly: housekeeping, room attending, laundry and cleaning are on no Saudization list in force or announced for 2026. The door is open. Two neighbouring titles are not.
The two titles to watch
The first is the front-desk group already covered. The second is quieter: housing supervisor became a 100% Saudi profession on 1 February 2026. A housing supervisor runs staff accommodation. A housekeeping supervisor runs a floor of guest rooms. Different jobs, and only the first is localised. But the Arabic profession on your work permit is what the system reads, and camps and hotels have been known to register housekeeping staff under the tidier administrative label.

Why your employer’s Nitaqat band matters
The 2026–2028 ladder runs Platinum, High Green, Mid Green, Low Green, Red, on a 26-week weighted average. Red band blocks new visas, profession changes, sponsorship transfers, and iqama renewals for existing expatriate staff. A contractor that loses its government tenders and slides into Red can leave its workforce unable to renew documents.
Read the Arabic profession on your own work permit this month. Open Absher or Qiwa and check the exact title. Housekeeping, room attendant and cleaner are open. Receptionist and housing supervisor are not. If your paperwork shows a localised title while you actually clean rooms, ask your employer to change it — profession-change fees are the employer’s cost under Article 40, not yours.
Market One: Hotel Housekeeping
The best-structured of the three markets, and the one with a genuine career in it.
The roles inside a rooms division
Room attendants clean and reset guest rooms. Housemen handle linen, waste and deep cleaning. Above them sit floor supervisors, then an assistant executive housekeeper and an executive housekeeper.

Workload, and how properties measure you
Hotels do not measure housekeeping in hours. They measure it in rooms, and the number is set by the property’s standard, not by law. Ask at interview, because it is the best predictor of how the job will feel.

That last row deserves attention. Hotels in the two holy cities run at extreme occupancy during Ramadan and Hajj, and it is also when overtime peaks. Ask how peak season is rostered and paid.
Market Two: Commercial and FM Cleaning
Bigger than hotel housekeeping by headcount, and almost invisible because nobody writes about it.
How the contracting model works
You are rarely employed by the building you clean. A bank, mall, hospital or ministry awards the contract to a service company, and that company sponsors, pays and rosters you. Your iqama is tied to the contractor, not the site.
This cuts both ways. A good contractor redeploys you when a contract ends. A contractor that loses a large tender puts pressure on wages and headcount fast.

The midday ban reaches more of this work than people think
Indoor cleaning is unaffected. But car parks, facade cleaning, compound grounds, bin yards and loading bays are outdoor work in direct sunlight.
Between 15 June and 15 September, outdoor work must stop from 12:00 to 15:00, penalty SAR 3,000 per worker. Compliance ran at 94% in 2025, so it is enforced. If a supervisor sends you to hose a car park at one in the afternoon in July, 19911 takes the report.
Schools, Hospitals and Institutional Cleaning
Institutional work is its own world inside facilities management, and school cleaning in particular is heavily searched and barely written about.
School cleaning: the calendar is the job
School cleaning is usually contracted out rather than run directly by the education authority, so you are employed by a services company on a term-length cycle. The work is daytime and indoor — classrooms, washrooms, canteens, prayer areas and playgrounds.

That summer row is the whole negotiation. A good contractor keeps you on full pay and moves you to another site. A weak one puts you on unpaid leave for two months and calls it a holiday.
Hospital cleaning is a different skill
Healthcare cleaning pays better because it is not the same job. Protocols dictate colour-coded equipment, dwell times for disinfectants, set sequences for isolation rooms and separate handling for clinical waste. Get it wrong and the consequence is not a complaint, it is an infection.
Institutional sites are where security clearance becomes an asset. Airport, metro, hospital and government passes are issued through your employer after a background check, and they take weeks. Once you hold one you are expensive to replace and easy to place. Treat a cleared badge as a qualification, because contractors do.
Market Three: Musaned Household Work
The largest cleaning workforce in Saudi Arabia works in private homes, under an entirely separate set of rules.
What Musaned actually is
Musaned is the government platform through which households recruit domestic workers — housemaids, cleaners, cooks, drivers. The contract is managed there rather than through Qiwa, and the sponsor is a family rather than a company.
The trade-off deserves stating without romance. Cash pay is the lowest of the three markets, but accommodation and food are provided, so what you keep can match a company cleaner paying for a bed space. What you give up is structure — and, significantly, the transfer rules that let company-sponsored workers change employer.

Moving from household work to a company job
Plenty of people do it, and it is usually the largest improvement available in this line of work. You are moving between two sponsorship regimes, so the release has to come from the household and the new employer must be able to sponsor you.
Two things make it work: an amicable exit, because an absconding report ends the conversation before it starts, and targeting a contractor in a healthy Nitaqat band.
Do not accept a household job arranged outside Musaned. With no contract on the official platform there is no record of your wage, hours or terms, and nothing for anyone to enforce later. The same applies to any offer where a “sponsor” wants you working for a third party while another name sits on your iqama. That arrangement is illegal, and it is the worker who carries the consequences.
What a Working Day Actually Looks Like
Three markets, three different days. This is the part interviews never describe honestly.

The habits that get you kept
Speed is not what separates people in this trade. Consistency is. Supervisors notice the attendant whose rooms pass inspection first time, because a failed room costs a re-clean and a delayed check-in.
Follow the sequence you were taught — the order exists to stop cross-contamination. Report faults in writing, and log lost property the moment you find it.
Skills, Training and the Certificates That Matter
There is no licence for this work. That does not mean nothing raises your pay — it means the things that raise it are not obvious.
What employers actually pay more for
- English. The largest single pay lever. Supervisors are chosen from whoever can take an instruction from a duty manager and pass it to a team
- Infection-control training. Moves you into the best-paid FM cleaning, and travels with you
- Floor-care machines. Scrubber-driers, extraction and marble polishing are specialist work, priced as such
- Laundry room experience. Industrial washers, presses and stain treatment; smaller talent pool, steadier hours
- A security-cleared badge. Takes weeks to issue and makes you cheaper to redeploy

The health card, and the SVP question
A municipal health certificate is standard around food service, and many employers require it for laundry and housekeeping staff too. Your employer arranges it, and nobody should charge you a large fee.
Now the claim to be careful with. The Skill Verification Programme run by HRSD with TVTC tests practical trade competence, and its confirmed trades are electrician, plumber, welder, AC technician, building carpenter, painter, mason and vehicle mechanic. Cleaning and housekeeping are not among them, and neither are kitchen roles. We cannot verify any SVP requirement for this work and will not imply one. Check at svp.qiwa.sa before paying anybody.
Salary Guide 2026: What Adverts Really Pay
Cleaning pay here is poorly documented and heavily misreported. Below is what live advertising supports, with the caveats attached.
What the evidence shows
Advertised basic pay clusters roughly between SAR 1,200 and SAR 2,700 a month. The upper end is real — we have seen a live advert at SAR 2,700 — but it is not typical, and it usually attaches to a hotel or an institutional contract.

Treat every advertised figure as basic only, then ask four questions: accommodation, food, transport, overtime rate. Those answers can outweigh the gap between two offers.
Why salary websites are wrong about this job
Search for cleaning salaries here and you will be shown modelled averages from SalaryExplorer, ERI and Payscale, often two or three times what employers advertise. Those models blend white-collar salaries and full expatriate packages, then apply the result to a manual job where accommodation and food replace cash.

There is no minimum wage protecting you
There is no statutory minimum wage for expatriate workers in Saudi Arabia. The SAR 4,000 figure repeated everywhere is not a floor — it is the salary at which a Saudi national counts as one full employee for Nitaqat. Below SAR 4,000 a Saudi counts as half; below SAR 3,000, not at all. Sector minimums exist in engineering and dentistry, and none reach cleaning.
Benefits, Accommodation and the Real Package
In low-wage service work the package is often worth more than the salary. Compare offers on the total, not the headline number.
What good employers provide
Hotels, large facilities contractors and institutional operators generally provide shared accommodation or an allowance, staff transport, a duty meal, uniforms and medical insurance. Article 61 requires housing and transport, or cash in lieu, to be addressed in your contract. If it is not written down, it does not exist.
Overtime is where extra money genuinely appears. The rate is your hourly wage plus 50% of basic, with housing and transport allowances excluded unless the contract says otherwise.

Open your Qiwa account and read your own contract. Workers can view, approve, reject or request modification directly. Employers are under pressure here — the documentation threshold rose to 85% on 30 April 2026 and 90% on 30 June 2026. A contract you can see in Qiwa is a contract you can enforce.
Your Legal Rights in Housekeeping and Cleaning
One section, the essentials. The most important thing is which regime you fall under, because it changes almost everything else.
Two regimes, not one
If a company sponsors you, you are under the Labour Law, your contract belongs in Qiwa, your wages run through WPS, and the transfer rules apply. If a household sponsors you through Musaned, you sit under separate domestic-worker regulations. Some protections are similar in spirit; the enforcement machinery is not.

The core rules if you are company-sponsored
- Eight hours a day, 48 a week. In Ramadan, six and 36 for Muslim workers
- Weekly rest is one day, Friday. A two-day weekend is a perk, not the legal minimum
- Overtime is your hourly wage plus 50% of basic
- Annual leave of at least 21 days, rising to at least 30 after five years
- Article 37: a non-Saudi’s contract must be written and fixed-term
- Article 9: Arabic governs your contract and prevails, whatever an English clause claims
- Article 40: the employer bears iqama and work-permit costs, profession-change fees, exit and re-entry visas and your return ticket
- Article 93: deductions cannot exceed 50% of your wage
End of service, and the formula everyone gets backwards
Under Article 84 the award is half a month’s wage for each of the first five years, then one full month for each year after five, on your last wage including allowances. Many websites publish it the wrong way round.

Resignation runs on a separate scale: nothing under two years, one third between two and five, two thirds between five and ten, the full award after ten. If the employer ends the contract, you receive the full award regardless.
Changing employer, and when wages go wrong
Transfer with consent is available from day one. Without consent the baseline is twelve months, and four grounds allow an earlier move: no documented contract in Qiwa, wages unpaid three consecutive months, no work permit within 90 days of entry, or an expired permit or iqama. HRSD states the service is free.
The catch that defeats most transfers is the receiving company: it must be Green band or above, 80% WPS compliant, with all contracts in Qiwa. If wages stop, raise it in writing, then file a free Friendly Settlement request within twelve months. The helpline 19911 runs in English, Hindi, Urdu, Malayalam and Bengali; unresolved cases go to the Labour Court through Najiz.
Career Progression
Cleaning has a reputation as a job with no ladder. In hotels and facilities management that is simply wrong — the ladder exists, it is just quiet.
Two routes work. Inside a hotel: attendant, floor supervisor, assistant executive housekeeper, executive housekeeper. Inside facilities management: cleaner, team leader, site supervisor, then contract supervisor across several buildings. The FM route moves faster, because contractors grow by winning sites and need supervisors immediately.
What decides who moves is not cleaning ability. It is language, reliability and paperwork — keeping a checklist, writing a handover, explaining a problem to a client.

Employers and Where Jobs Are Advertised
Hiring splits between organised employers who advertise properly and small operators who never advertise at all.
Who the employers are
At the organised end sit the international hotel groups — Marriott, Hilton, Accor, IHG, Radisson and Rotana among them — plus the operators standing up the Red Sea, Diriyah and Qiddiya properties. Alongside them are facilities and catering companies, both international names such as ISS, Sodexo and Aramark and established Saudi services groups.
At the other end are small contractors and manpower suppliers. They hire fast, pay less, document less, and are where most wage problems occur. Given a choice at similar money, take the larger employer.
Where to look
Worth saying plainly, because it wastes a great deal of people’s time: Jadarat and Taqat are for Saudi nationals only. Qiwa is not a job board either — it is where contracts, permits and transfers are processed.

For Saudi nationals the picture is better. Jadarat and Taqat are yours, and HRDF wage support pays employers 30–50% of your salary for up to 24 months, capped at SAR 3,000 a month, with TAMHEER stipends of SAR 2,000–3,000 for graduates. In a hotel that has just had its reception desk localised, that subsidy is a live advantage.
Equipment, Chemicals and What Is Changing
This is not a trade that stands still, and the parts that are changing are worth understanding before they change around you.
Chemicals are being simplified. Large operators are moving to dosing systems and concentrate cartridges that take the guesswork out of dilution. Never decant a chemical into an unlabelled bottle, and never mix products — chlorine-based cleaner and acidic descaler together produce a toxic gas.
Machines are replacing mops in the biggest spaces. Scrubber-driers, ride-on machines and robotic floor cleaners are normal now in malls, airports and large hospitals. This does not remove jobs so much as move them — somebody has to operate, charge and maintain the machine, and that person is paid more.
Never work without the PPE you were issued, and never let anyone take your passport. Gloves, eye protection and correct footwear are your employer’s responsibility to supply and yours to wear — chemical burns and slips are the two most common injuries in this trade. Passport withholding is prohibited outright. If either happens, report it on 19911.
